The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: an extensive attack of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the grim essence of the outgoing year. By day, diplomatic battles are conducted: positive announcements are issued from various governments. Immense energy is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track missile launches from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been dispatched to intercept incoming cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by allied countries. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly transforms into sober acceptance: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Not long after, a heavy machine gun fired at a aerial vehicle close by, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the shots failed to hit the hostile drone – it maintained course toward its target.

Intermittently, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, destruction and heating outages in many homes as a result of the night's assault. As typically, everyone still maintained normal activities – living the war. But those 24 hours illustrated Ukraine's vital need on international aid – a need that neighboring countries are evidently unprepared to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, endure.

Strategic Calculations

It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is unrealistic to pressure the Kremlin to surrender the land that it presently holds in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through words or deeds, from believing that the current condition will not change more in its benefit in the coming year.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing lives and land but averting a complete military breakdown until circumstances change in its advantage.

Existing Situation

Factually, there are no real preconditions for a truce. Now, personal considerations are entering the equation: personal goals to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after current events, it remains quite doubtful that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a mere seven days to eliminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.

While new plans based on established approaches are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require sustained allied backing.
